Well if it's only blurring that much at 1/80 sec then it will be less than 1/6 as much at 1/500 sec or faster. If you measure how much the license plate or headlights have moved you can work out how much they would move at a faster shutter speed.

I'd guess that the car was probably not moving very quickly on that sort of road? At that sort of angle a pan shot will probably not be necessary as the car isn't moving too much across the frame. I would have thought that a front-on shot like that at 1/500 second (or faster if thee's enough light) should be fine.

That's not bad exposure at all on the second one even with that much cloud and sky. Clouds can be a bit of a sod to photograph - they rarely look as good in a photo as they do in real life!

You don't need a very fast shutter speed for the clouds unless they are moving very fast. The slower shutter allows a smaller aperture on the lens, which will give the greater depth of field, meaning that everything from cloud to the wall stays in acceptable focus. If you went to 1/500 second there then most of the wall and grass would go out of focus. Of course that could be the effect you want ... :-)

I would go along with the suggestions so far, panning through the movement and testing shutter speeds. You can pan through the movement but go for a high speed shutter movement to catch the object if you want to. It is mainly down to practice, practice, practice.
I usually shoot motorbike racing at about 1/320 at about 150mm (f/9.0) at between ISO 200 and 400 and I normally pan with the movement and "shoot through" the line of movement.
This is an example - background blur but clear subject in the foreground.

yeah it wasn't moving that fast, about 30/40mph at a guess.

It's the Kyle of Tongue, Lairg, a pretty remote part of the Highlands, on the north coast. Go there every year for a week's fishing, shooting and drinking (it's a hard life...).

The pic was taken from a causeway across the Kyle at 11.25am (EXIF time). Just hit it lucky with the flat calm, it's rare to see it like that at any time. We were heading out to fish but I ordered the driver to stop so that I could pull my camera out of the boot!
