External TV tuner

Anybody know where I can get an external tv tuner with pref RF in and S-Video out.

Don't totally understand what you want but the tuner that goes with the Panasonic Plasma screen may suit. Think you can buy them as separate items

A WinTV USB has RF in and S-video out.

Probably the cheapest and most readily-available thing to buy is a cheap SVHS VCR. They can be bought easily for less than £200.
