I picked this up yesterday in store for £2

As it said editing and drawing - I was looking for a better than 'paint' drawing tool for kids, where Adobe is overkill. That's all the drawing bit is, however was impressed with the photo bit - to say "photoshop lite" is an insult - very fast to load and use - 50+ filters and all the tools most people would ever need - I was very impressed and for £2 (or £1.97 with new vat). If you need something small and fast - this is ideal - put it on my work laptop for odd bits I need there. Left kids playing making pictures out of multiple filters.
It supports .PSD and .RAW as well as usual formats, does layers - as I said more than enough for most users (or parents!)
