Do most S-VHS players have S-video pass-through on the scarts?
I've only got one S-video Scart and already use that for S-video output of my DVD player (no RGB output on it). So could I connect the DVD player to one of the VCRs scarts then connect the other VCR scart to the telly and still be able to watch the DVD player without taking the VCR out of standby?

The VCR i'm specifically looking at is the Panasonic NVHS820. It's got 2 scarts but no details about whether they've got pass-through

The Panasonic 820 has RGB pass through on its two SCART sockets. Since S-video and RGB share pins, a switch next to the output (TV) SCART socket enables you to redirect the recorder's S-video output to a separate dedicated S-video socket on the back of the recorder. This allows any RGB input signal - and presumably S-video too, since it uses the RGB pins - to pass through to the output socket untouched.

NB This is theory - I own an 820 and can confirm that the RGB pass through works, but I've never tried S-video.
