I am currently living in the states and it is virtually impossible to get a VCR which will play PAL. The only one I have found is the Samsung WorldWide VCR which can record and playback any format to any format. From the UK, unless you have a NTSC video (not just one which can playback NTSC) then you'll be stuck I'm afraid. The only possibility is to either find someone with a NTSC VCR or pay for the conversion to NTSC somewhere (there are pleanty of people who can do this)

If you have a video capture card on the PC then why not record to PAL VHS tape then convert it to an NTSC VCD or just a straight DIVX file? He'll be able to play VCDs back on a TV with a suitable DVD\VCD player or DIVX (or both) on a PC if he hasn't got a standalone player. If he hasn't got a PC then all he has to do is find someone with a PC with VIdeo Out and they can dump it back to NTSC VHS for him.

PS Replace "he" with "she" for a non-sexist reply :)
