what exactly does this feature do to make things quieter?

Limits the Dynamic Range of Dolby Digital soundtracks, I would of thought. Normally you get LOUD bangs and <small>quiet</small> moments, that setting should level it out a bit, so you've no need to reduce the volume late at night when a flea farts.
