Are these 59.99 GBA's the new ones with the better screen? Or are they just offloading old stock to make way for the new.

What's this 'new screen' you talk about?
I brought my GBA at launch and have never really got on with it because of the dim screen! Personal choice I know but there you go....

This screen is fitted to Black GBA's from Japan, should now be fitted to all market GBA's. I think the early screen is made by Sharp and not very good, new screen made by Panasonic (Matu****su or whatever it is) is meant to be brighter and have a wider viewing angle. Its still not backlit but people have said its better.

So is there any way to tell which screen is fitted before buying?

Doesn't seem worth holding out for a new screen:
