As per title, Amazon have cancelled my Toshiba EP30 order, so I was wondering if any of the blu-ray players are region free for upscaling SD discs.

Have yet to encounter one on my travels. If there was one, there would be a big noise about it. And I've heard nowt.
I was briefly hopeful the other day, as someone had found a region hack for SD playback on the Samsung BDP-1400. Sadly it was for Region 4 machines, not region 2, but I guess it's a case of someone finding the right code for UK machines. I think the older Samsung models are hackable.

Getting it hacked is one thing - its ensuring anymore "official" updates don't undo all the hard work.
This is why I still have a HD-DVD standalone for R1 discs and a UK PS3 for R2 discs :shrug:

Isn't the next gen Panasonic player supposed to be region free for SD?

Are you meaning the chipped machines can play both regions A and B for Blu-Ray? If you are then please share as that seems to be the holy grail at the moment!! :)
