How does one make dance/electronic music?

Obviously there are many different forms of dance and electronic music, but how is it made? I'm assuming it is done with a keyboard and a pc so anyone can give it a go in theory.

Yes. You dont even need a keyboard.

Everything can be "programmed" with a mouse.

Learning will be very steep if you have not done it before. Because other than composition (probably best to learn a bit of music theory here) you will most likely get interested in production at the same time, so mixing, effects, mastering to make it sound like it was commercial music and this is an art of its own.
