Do I need to pay to access email on a PAYG sim?

Can I connect to any POP3 server i.e. Gmail or does it have to be my provider's?

install that on your phone and it'll appear as an application, connect via GPRS and it'll be a few k of data when checking mail, shouldn't cost much.
