Connecting 2nd TV to Sky +

Cable from Sky + box through to 2nd TV is just a normal RF cable. Picture quality isnt great (panasonic viera 26"). Can you get a cable which switches RF to scart and if so would the picture quality improve?

you can get rf-scart convertors but they are pretty expensive. I use an old video recorder which does the same job for free.

it cleans the image a little, but not much.

Could use a video sender, composite video and stereo audio. Quality of video will depend on interference and distance. If it works well it will be better quality than RF.
