Quick photoshop question

I need to extract a specific resolution/size image from a larger one.

Is it possible to create a selection/crop box which is exact to size and will allow me to move the box around so I can frame my selection better?

Yes, the selection tool has an option for fixed size, type in the size you want in px and the selection will conform to that. You can then adjust the position of the seleced area to what you want.
