How does this work?
Does the postman say `I`ve got this package in my hand but you can`t have it until you pay the excess charge`?

That's about right, and the PO (Consignia?) charge you £1.50 for taking your money :(

Yep.

Or he'll dump it on your doorstep and forget to collect it.

Or you'll get a note to say you have to collect it from the local depot and pay the charge down there.
