Is this possible? Does it require additional software (and if so, what kind), or are there some specific drives that can do it?

According to www.michaeldvd.com

"In theory, a DVD player could be constructed which plays back PAL movies at the correct speed and hence at the correct pitch. At present, the only devices capable of doing this are DVD-ROM drives."

see: http://www.michaeldvd.com.au/Articles/PALSpeedUp/PALSpeedUp.asp

So they are "capable", but can this be achieved in practice?

Reportedly WinDVD can do this...
