Is Final Fantasy R4 an RCE Title?

I'm tempted to buy but I don't think my player can play RCE discs. Anybody any idea if it is RCE?

Correct. RCE has not been used outside of R1 titles, and even they're are a very limited range, mostly from Columbia. Dumbassed fools. :(

It's not RCE. In fact it's dual-encoded for R2 as well as R4.
