Item hasn't arrived, seller has gone quiet

Bought a book on ebay (total price, £4) on ebay on Jan 18th. Hadn't showed after about 10 days so I contacted the seller.

A few days passed and I finally got a reply, saying he was out of the country on business until Feb 18 and he couldn't do anything until then.

I emailed him again on the 18th and have still had no reply.

Anyway, what should I do next? Open a dispute on ebay, a dispute on paypal, open both disputes or try contacting him again?

What's his feedback like? It may be that he's truly stuck out of country so give him one last chance stating that you will open a dispute soon, but if negatives have started appearing then just open the dispute now.

It's not bad, he's only got 1 neg from 2003. His last entry on his feedback was Nov 2006.

I'll try contacting him again tomorrow.

If you are worried, open a paypal dispute, an ebay dispute is a toothless tiger.
It means nothing.
