I've been having a few issues with this foreign buyer - he argued for a week about postage costs, and is now saying the item hasn't arrived. Item was only £10 inc P+P.

BUT - I've just noticed he is no longer registered with ebay - is he still able to do a PayPal claim or leave me negative feedback?

He can't leave you a negative, he can't even access his ebay account at the moment. However he can still access Paypal, he has probably been suspended from ebay for something dodgy or repeated smaller offences. This does not mean he cannot file a Paypal claim though or regain control of his ebay account at a future date.

I would think the matter is probably over though as the chances are he has been booted for repeatedly doing what he is trying to do to you.

Did you use trackable postage as paypal advise? If you didn't then all he has to do is file a paypal claim to get a refund.

I didn't use trackable as for foreign addresses it's really expensive, and for a £10 its worth the risk. Also, RM give you £30 of insurance for free.

As a buyer, don't you have to pay an admin fee to do a PayPal claim? Or can it be done for free?

It doesn't cost the buyer a penny to make a claim.

They can only make 3 in a year though.

Oh, and the RM compensation is £32 now.

Only if you got a proof of post and the receiver will go along with any "investigation" that RM do. Also not 100% sure this applies to foreign post or just UK.

Whenever I have an item go missing, I get the buyer to sign a declaration and return it to me, to attach to any claim.

It puts any chancers off as well. :thumbs:

I would say that he didn't pay for signed for so he has no leg to stand on.
