Okay, not as good as the Italian film I asked for before, but I thought it was pretty good.
Just your general run of the mill Frankenstein film, either 80's or 90's, and focused on the Frankenstein and a midget travelling throughout the film. IIRC both join the circus, and the midget ends up dying in a circus accident.
