Madrid unsettling players?

I'm curious as to how the Madrid preidential elections fit with the FIFA/EUFA rules on player poaching and unsettling? Surely this is against the rules, so how do they get away with it? :shrug:

As they are only candidates they aren't officially working for the club so can't be construed as tapping I suppose. Also, its Real Madrid so they can do what they want and get away with it

I thought tapping up was only a FAPL rule?
