Okay so the computer downstairs uses dial up... so to change that I put in a linksys wireless card and it now connects to my wireless network the only problem is, the computer downstairs doesn't seem to want to share the internet connection provided which the wireless card says the connection is being picked up to both the network and the internet...

But I keep getting "Access Denied By Control List" whenever I open up IE... the only method of connecting to the internet on the downstairs PC is dial up. Why Won't wireless card act as the internet thingy?

that's some quality use of English there. Had to read it 4 times to work out what you were trying to say! :)

Have you tried setting the wireless card as the default connection for internet? In IE I think there is a thing in Options->tools->connections. You could remove dial up from that, and select the wireless one, or select "connect to internet via LAN" or something similar?

Do you still need the dial up? you could delete it altogether I guess?

What I thought when I read that was that the router has MAC address filtering enabled and only gives access to MAC addresses that are registered with it. You will need to register the MAC of the new card. If you don't know how to find this, it will be printed on ther card itself or you could open a command window and type

ipconfig /all

which will tell you the MAC - it's a string of 12 characters in pairs separated by : and known as the physical address.

Just disable it. It's next to useless as a security device on it's own and as you have found admin intensive :) After you sort it outyou might want to think about using WEP or WPA. You might wanna do some research beforehand from the sounds of it though.

Oh I know the WEP is the security thing, will sort that once the connections sorted, it's just getting the router/modem to see the downstairs PC as a worthy recipeint for the internet
