ISP help

Trying to sort out an ISP for my mum, and currently thinking tiscali might be the best option. Can only get a 512kbps line anyway (because it's in the sticks) and this would be £9.99 from tiscali. Does anyone know of a better offer?

Also does anyone know what the penalty is if you don't keep to the min 12 month contract? And is tiscali any good? One thread on here suggests not.

Tiscali customer services are the pits. And if you're worried about the 12 month contract find another isp with a 1 month contract.

...but i haven't seen any with a 1 month contract at that price. And it doesn't seem to say how you will be penalised should you leave before 12 months.
