<eek>Techtronics</eek> make a mod for the 622 (http://www.techtronics.com/uk/shop/50-philips-622-multi-region-dvd-player.html) but I can't find any mention of a 612 on the site.

The Amazon review of the 612(http://www.amazon.co.uk/exec/obidos/ASIN/B00005S6YM/ref=br_lf_li_1_2/026-7882518-7896437) doesn't mention multi region capability, and there's someone searching at DVDBOX for the codes to crack this unit:

I'm guessing no, but to be sure, you'd have to find someone who's got one.
