the deal is, very generally, that while most movies are best on R1, some R2 versions are actually superior and then you need to consider R4 too. (and to maybe a slightly lesser extent, R3).
Taking The Mummy Returns for example, the R4 featured a DTS soundtrack whereas the R1 did not.
Enemy At The Gates had a DTS soundtrack on R2 (and I would assume R4 too when it's out) and the R1 didn't.
I go for R1's normally to check a DVD out way before it's out elsewhere. Many times the extras are superior too and even possibly the transfer of the movie (eg: The Fifth Element).
However, there are far more examples of R1 superiority.....

As a rule I generally go for the region 1 or 4 version if the region 2 version has been cut , has not got DTS (and the R1/4 has), has less extras or will not be released for some time after the other regions.
Sometimes but not often the region 2 version is the one to go for.
Before buying it is worth checking on sites like www.dvdcompare.org.uk , www.bulletsnbabesdvds.com , www.dvdtimes.co.uk and this one of course.
