Not sure what you're asking, just looks like a B&W shot in a white frame. How do they do what?

Back in the days you used to file out the negative holder to show a bit of the neg border - it was supposed to show that you were printing the full frame and gave the picture a real/photojournalist look as opposed to pretentous cropped airbrushed magazine shots. Of course 5 mins later everyone was doing it and it's probably a template in photoshop now.
