how come some Ebay people don't get banned

Just looking for some bits for my new camera when i came across this sellar. I know he has a large amount of positve feedback but they still have well over 700 negs most of which seem to say the product was never sent or faulty. Why have Ebay never banned them they must have alot of complaints against them.

TBH he has 97.1% Which is very good. You make 28000 sales maybe close to 30000 (people who don't leave feedback) and 800 complaints.

And the reason ebay won't get rid of him, as he is one their top dogs and a power seller. If this guy only had a feedback of 100 then he would be gone.

He's probably worse than his feedback suggests because I believe a huge proportion of people who do get bad service don't leave negative feedback for fear of reprisal. The question to ask is not why ebay don't ban these sellers, but why people continue to buy from them.

For some reason camera sellers seem to be a right dodgy bunch.
