Problems accessing Secure Websites

My mate is having problems accessing secure/payment websites. The pages either don't load or are unavailable. He's switched off his Firewall and set his security levels to low. He is running Nortons Internet Security 2004, but is alao having problems downloading Live Update.
Any Ideas?

Seems like an obvious thing but I've run into this in the past with a bad bookmark - ensure that he is typing the full URL including https:// on the start.

For example webadmin.ccbill.com and http://webadmin.ccbill.com will not load (times out), you need to use the full https://webadmin.ccbill.com

Worth a mention anyway.
