Welcome to the Forums :)
Yes, you can buy a little box from www.lektropacks that allows watching of NTSC material but only if your TV has a stable picture (I assume it does).
Could you also not try to output the DVD in RGB (check the user guide/menu)? This should work if the Philips accepts RGB (which it should).
Also, cos that little box is expensive you could consider a DVD player for £100 that outputs NTSC as PAL50 -so you could have 2 players for doing 2 different jobs.
Also, just re-read your post
If the TV is only 2 years old then it must surely accept a NTSC signal? Go into your DVD menu and set the output to NTSC then make sure you use a SCART from the DVD to the TV and then go into the TV's menu and set it to accept NTSC. Try this then post back if you're still stuck.
Which model numbers are your equipment?

I had this problem and just bought a new Scart switchbox, and changed the output on the DVD player to RGB et voila! I have a 10 year old Philips TV and Sony 735 DVD player, so if its good enough for me..

I can't believe a 2yr old TV won't accept an NTSC signal. There's gotta be something wrong, somewhere.
Most if not all Philips TVs don't accept pure NTSC, only quasi-PAL. Most people think that this is a shocking ommision on the part of Philips. I tend to agree.
That's one of the reasons I bought a Sony, rather than Philips.

Mind you, are they still a European company?
Terrible 'oversight' though..

Philips have been doing NTSC for 2-3 years I think. They did though issue sets (even widescreen) minus the NTSC 'feature'.

I will assume that you have two or more SCART sockets. Plug it in the other one and see if it has any colour (Some SCART sockets do not accept an NTSC signal via RGB). Failing that change your SCART cable for another one and make sure that it is fully wired i.e RGB compatible.
Let me know how you get on.
