Personally I am a big fan of Paint Shop Pro (using it since version 4) and have never bothered to learn how to use Photoshop as PSP does pretty much everything I need. Version 8 usually retails for £99 but PC World are currently (till the 6th) selling JASC PowerSuite (which consists of Paint Shop Pro 8, plus a few other bits of JASC Software which are OK, and a few books on how to use it all) for £49.99 inc
Seems a good deal to me!

BLAST! Since I ordered one this morning it has changed to "Temporarily Out of Stock" :(
Might be worth checking the stores though...
