My dad has just invested in a JVC DVD model no.XV-522.
As far as I'm aware there are no multiregion hacks for it,but the shop has set it up for him so he can play any regions.
Does this mean that they have chipped it,and it's permanetly set to region 0?Does this mean that i can't buy any RCE disks?
Also how do i know what disks are RCE?Do they usually declare that it is in the DVD's description or is there a web site that lists all RCE disks?

The only way to be sure is to try it. It will cost you less than £18 to buy either Charlie's Angels R1 or Hollow Man R1 from Play. If it doesn't work you could

1) trade the disc at a used disc outlet AND/OR
2) take the player back and complain that it is not fit for the purpose for which it was sold

As far as I know all JVC 521/2/3 mods behave the same way .... that is to play an RCE disk all you have to do is make sure the last disk the player read was a true R1 disk ... for example if you just played a R2 disk and now want to watch an RCE disk you need to insert a true R1 disk and allow it to start playing , now remove the R1 disk and insert the RCE disk and all will be well
