And is so is it the uncut version??

Miramax has the US rights and because of that there are legal tangles in the UK (if we can believe the rumours). Cut? Possibly, but no plans or any signs of a release imminant as far as I can see.
Currently, only the region 0 Megastar release is esily obtainable from places such as http://www.dddhouse.com and http://www.coolashop.com .

If Miramax has the US rights why is it a problem in the UK?

Notice that due to the fact Miramax has the rights for several other films, notably Drunken Master 2, Fist of Legend and Police Story 3, companies such as HKL can't get their hands on the rights on them. Although Miramax don't always get the rights for all the western market, the above have or rights belong to an alternative company in the UK. :(
Actually ask the folks at http://www.bulletsnbabesdvds.com/viewforum.php?forum=1 , I think jenz noted about some legal issues which meant HKL couldn't get their hands on it. Oh, I'm all fuzzy on these facts... I need a rest :D ...

No. But it would probably try to coincide with Woo's Windtalkers. But we'll see how it turns out like when it appears. At the moment, the Hong Kong region 0 is the most easy to obtain. And look up things yourself, there's only so much I can/want to help you with. :D It's gettin boring. ;)
re: Bullet in the Head - the following info i've picked up from reading far too many forum posts at BulletsnBabes....all is completely unconfirmed though.
Some UK company has the rights to various John Woo films including The Killer and Bullet in the Head so we can expect releases of these in the UK at some point. Apparently its a good company, but NOT HKL.
The R1 release of Bullet in the Head would apparently be cut, something to do with the film requiring an NC17 in the US and Miramax/BV don't do NC17 rated films, hence it'll be cut down to an R. anyway, it'll most likely be English dubbed anyway!

Ahem, not quite.
The rights (for Europe English Speaking Countries) are under going a Legal wrangle in the Far East. No UK company has them (as yet ;)). I personally am expecting it to be resolved by Xmas at the latest.
