Having bought a DVD player for the first time a few weeks back, I'm sure others can give you far more informed advice. Here's my thoughts anyway....

I bought a budget DVD player to start collecting DVD's instead of video tapes. Getting the best picture/sound quality were less important than a cheap price, since I was just trying to future-proof the money spent on films.

I bought an Acoustic Solutions 551 from Richer Sounds for £120. Cheap, multi-region through remote (haven't checked yet though), plays CD-R, CD-RW and MP3's, and has a built in Dolby Digital decoder. I've added a cheap surround speaker package with built in amp (Bush Pro 300 from qed-uk.com) for £90.

As a home cinema new-comer, the improvement in picture quality is impressive, but the audio has blown me away!

So consider where you're going next - separate decoders, amps, speakers and so on. The Toshiba 210 apparently has one of the best picture qualities for a sub-£200 player, but would require a separate decoder to provide surround sound. A trade-off between high quality/few features vs low quality/many features.

Whatever you get, I'd urge you not to forget the sound!
