It's OOP so I seriously doubt you'll pick it up cheaply.
I'm holding out in the possibly forlorn hope of an R2 release.

The pokerindustries price is about the cheapest I expect you'll find for this.
All three disks in the series are OOP, the planned R2 release got canned and there's no sign of an R1 release (AFAIK).

(Actually the price seems to have dropped a fair bit since the last time I looked for a copy)

I'm hoping that there will b a top notch Danish release at some point.

It may be that Von Trier wants to complete the series before releasing it on DVD.

Apparently Von Trier got bored after episode eight, and completion has been rather stymied by the deaths of two of his leading actors - Kirsten Rolffes (Mrs Drusse) and Ernst-Hugo Jaregard (Dr Stig Helmer). It's practically impossible to imagine it continuing without those two, so I suspect this is probably all we'll get.

As for the quality, bear in mind that it's shot on ultra-grainy 16mm subsequently messed around with on low-resolution video - so even the most flawless reproduction will look pretty awful to the untrained eye. I actually really like the Taiwanese transfer - there's loads of artefacting, but it actually interacts quite well with the existing grain and similar interference.
