I've got a video sender I'd like to connect to an LCD monitor. Is there any way to convert SCART to VGA?

Maplins (http://www.maplin.co.uk/) have some...expensive though...you'll have to input the code A38BF in the search box :)
...and maybe this one (http://www.lektropacks.co.uk/product/technical.asp?dept%5Fid=32&sku=592) may be of use...if not you can always search the site. :D

The problem is that the video sender is outputting a composite video signal, not RGB. Somehow you need to convert that SCART into composite video (ie three phonos), and then you should get one of those PS2 VGA boxes which does take composite video and converts it to VGA.
Something like this:

Regardless, the picture quality via a video sender will not make the most of the LCD technology, but I suppose if it's a small screen and you're sitting far away, that'll be OK.
