Yes I've been there. I believe it's been tidied up recently. My point is that all the shops around here are closed on Sunday except Woolies. Is England's second city any better ?
Used to live 10 miles south of b'ham, Sunday may as well be Saturday.
Incidentally, do you realise that the NEC is nowhere near b'ham city centre? (it's actually in Solihull, but that's a different matter).
Easiest bet is to get the train from b'ham International to New Street (one stop), buses take too long. The train station is next door to the NEC and it all joins up.
Birmingham is most definitely open on a sunday. There you go!

Get the train, don't even concider a taxi! 10 - 15 quid easy!
