Does anyone know if all PAYG are locked on purchase? or do some of the networks sell phones that are unlocked?

I`m 99.9% sure all are locked on payg, but most are very easy to get unlocked.

MIGHT HELP. ive a friend on virgin and he e- mailed them for an un lock code and they e- mailed straight back with it
